OPENING SESSION:  Setting the Scene

International norms on human rights and the rule of law are under extraordinary pressure from entrenched conflicts, rising authoritarianism, climate change, humanitarian crises and growing inequalities. Speakers’ contributions will address both challenges and opportunities to unlock the transformative potential of the Sustainable Development Goals (SDGs) to help build peaceful, just and inclusive societies.

The session will explore ways to build momentum for advancing the rule of law and access to justice in light of the first quadrennial assessment of progress in implementing the Sustainable Development Goals in September 2019, the United Nations High-Level Political Forum (HPLF) in 2019 and the work of the Taskforce on Justice.

SESSION 1:  Building Trust and Confidence in Institutions

The session will examine different approaches to strengthen the capacity, integrity and accountability of institutions through interventions to promote judicial independence, combat corruption and make governance more open, transparent and efficient. It will also address the importance of building public trust in institutions by increasing their responsiveness and cooperation with those they serve, including through direct engagement with justice seekers, working with civil society and bridging the gap between formal and informal justice systems.

Forging Partnerships to Advance Sustainable Development through the Rule of Law

SESSION 2:  The Rule of Law in a Changing Global Economy

This session will look into ways countries at different levels of development can promote sustainable, inclusive economic growth by strengthening their legal and institutional capacity, including alternate dispute resolution mechanisms, and by empowering entrepreneurs. It will explore ways to promote an inclusive vision of development by promoting innovative partnerships and capitalizing on emerging trends and technologies to achieve and sustain development.

SESSION 3: Closing the Justice Gap for Women and Girls

The session will highlight ways of closing the justice gap for women and girls with a view to accelerating gender equality for women in political, economic and social spheres. It will look at strengthening the gender-responsiveness and representation of women in institutions, legal empowerment, strategic advocacy and civil society engagement. The discussion will pay particular attention to the needs of the women left furthest behind and ways in which the law can help them fully realize their rights and aspirations.
