Despite recent progress, Moldova is still the poorest country in Europe, and its economy relies heavily on agriculture and needs to attract investment. The public perception of corruption among civil servants, including those serving in the judiciary, is very high. Effective and accountable public administration and justice are crucial for political stability and to gain citizen and investor confidence.

In order to facilitate reform in the judiciary, IDLO is working to promote and facilitate the use of arbitration and commercial mediation, with the overall aim of improving the business climate in the country.
