This sub-project aims to advance criminal justice system reforms towards a post-war setting. In order to enhance the capacity of justice institutions to facilitate resocialization and restoration in a post-conflict setting, the Netherlands Helsinki Committee (NHC), in collaboration with the Ministry of Justice (MoJ), the Prison Department of Ukraine and the Federation Global Initiative on Psychiatry, is expanding the target group of the existing online psychological support system (samopomich) to include prison staff and detainees, and designing and rolling out a communication plan to promote it in the prison domain. Furthermore, the NHC is undertaking an assessment of the prison system; developing a recovery plan for detention facilities in the country; and delivering a workshop on resocialization practices and conditions for successful implementation to delegates of the prison service in the Lviv region. The implementing partner is further developing a strategy and recommendations for the expansion of restorative justice in Ukraine, based on inputs received by key stakeholders, including the MoJ, among others; delivering a series of training sessions to communications staff of the Ukrainian probation service on effective strategy development and communication skills; and launching a public communication campaign on the benefits of probation and criminal sanctioning from a rehabilitative perspective. Finally, the NHC is organizing an exposure visit to Northern Ireland for delegates of the MoJ and the Prison Department, who will subsequently develop an action plan to address criminality in a post-conflict environment.
