This sub-project aims to advance accountability for international crimes in Ukraine by strengthening expertise on accountability mechanisms and contextualising accountability processes. In order to strengthen Ukrainian municipal law through international law, T.M.C. Asser Instituut is delivering a series of capacity development activities for legal and justice actors, such as members of the Ukrainian Parliament, defense lawyers, judges and stakeholders involved in criminal justice proceedings, to increase their knowledge and understanding of International Humanitarian Law and International Criminal Law, fair trial standards, legislative drafting, digital evidence and adjudication of conflict-related crimes. The implementing partner is further delivering training sessions to improve the literacy of the war crime of starvation for Ukrainian legal practitioners, civil society organizations (CSOs) and humanitarian agencies in the country, as well as enhancing niche Open-Source Intelligence (OSINT) capabilities. In order to improve knowledge of national actors on accountability mechanisms, the T.M.C. Asser Instituut is supporting key stakeholders, including prosecutors, CSOs and other practitioners, to pursue strategic universal jurisdiction litigation through the development and delivery of legal analysis, provision of technical advice and organization of communication and outreach campaigns. Furthermore, the T.M.C. Asser Instituut is assisting key stakeholders on the accountability mechanisms for the crime of aggression by providing technical advice and holding a closed expert meeting. Finally, the T.M.C. Asser Instituut is providing assistance to Government officials to support effective and comprehensive accountability and justice processes through the delivery of a series of training sessions on transitional justice and outreach campaign to students, youth, media representatives, local Government officials and the Judiciary.
