TYPES OF COMPETITION / SOLICITATION METHOD

REQUEST FOR QUOTATION (RFQ)
An RFQ is an informal invitation to submit a quotation. It is used for clearly defined requirement for supplies or services usually valued between €2,500 and €20,000. Other than the estimated value of the procurement action, the IDLO Procurement Focal Point will determine the appropriate solicitation method to be used taking into consideration the nature of the goods or services to be procured and the information available. Awards against an RFQ are made based on the “lowest priced, most technically acceptable/compliant offer” evaluation methodology.

INVITATION TO BID (ITB)
An ITB is a formal invitation to submit a bid. It is used for clearly and concisely defined requirements for supplies or services valued above €20,000. Other than the estimated value of the procurement action, the IDLO Procurement Focal Point will determine the appropriate solicitation method to be used taking into consideration the nature of the goods or services to be procured and the information available. Awards against an ITB are made based on the “lowest priced, most technically acceptable/compliant offer” evaluation methodology.

REQUEST FOR PROPOSAL (RFP)
An RFP is a formal request to submit a proposal. It Is used for requirements which cannot be clearly or concisely defined at the time of tender, such as for complex goods or services, or for where the requirements may be met in a variety of different ways valued above €20,000. Other than the estimated value of the procurement action, the IDLO Procurement Focal Point will determine the appropriate solicitation method to be used taking into consideration the nature of the goods or services to be procured and the information available. Awards against an RFP are made based on the “highest combined score obtained in technical and financial evaluation" evaluation methodology.

In exceptional cases, Direct Procurement can be used.

Please note that IDLO may, at any stage of the procurement process, request additional information from the interested Supplier.
