Statement by the Director-General, Jan Beagle, at the Tashkent Law Spring
Minister Davletov,
Excellencies,
Distinguished Delegates,
Colleagues and Friends,

The Global Regulatory and Fiscal Capacity Building Programme: Promoting Healthy Diets and Physical Activity (Global RECAP) is a collaborative program between the International Development Law Organization, IDLO (www.idlo.int); Canada’s International Development Research Centre, IDRC (www.idrc.ca); and the World Health Organization, WHO (www.who.int).
Sound legal and policy frameworks are key enablers in ensuring effective prevention, detection, and response to Public Health Emergencies of International Concern and other public health risks. The International Health Regulations, developed in 2005, is a legally binding instrument requiring States to develop core capacities for rapid detection of and response to public health emergencies such as COVID-19.
In 2015, IDLO and Majority World launched an international photography exhibition about justice, the rule of law and sustainable development called 'In Focus: Justice and the Post-2015 Agenda'.

IDLO offers its full support to the next United Nations Secretary-General, Antonio Guterres, who was sworn in this week. IDLO’s Director-General, Irene Khan, congratulated him on his appointment and praised his political and humanitarian experience which, she said, gives him ‘a unique understanding of the challenges outside and inside the UN.’
IDLO is saddened to learn of the passing of Miriam Defensor Santiago, former Senator of the Philippines and esteemed member of our International Advisory Council.
Ms. Santiago died on September 29 following a long battle with lung cancer; she was a major figure in Filipino politics and the first Filipino to be elected to the International Criminal Court.
