This sub-project aims to contribute to the decongestion of detention facilities in Uganda. In order to improve access to legal and empowerment support for marginalized groups in Uganda, Penal Reform International (PRI-Africa) is delivering tailored legal services, including legal representation and counselling to women, marginalized individuals, detainees and at-risk groups; implementing a series of family and community engagement activities to support offenders’ rehabilitation and reintegration into society; and delivering training and peer mentoring sessions on legal processes, advocacy strategies, basic laws, life skills, digital and financial literacy to current and former detainees. In addition, PRI-Africa is working to enhance the capacity of justice actors on alternatives to imprisonment to increase its use in the country. Specifically, the implementing partner is delivering a series of capacity development activities on the subject to justice and law enforcement officers, and providing technical support to Local Council Courts by promoting internationally accepted fair trial standards and due process rights for indigent defendants. Finally, PRI-Africa is conducting advocacy and awareness-raising activities on national, regional and international platforms on prisoners’ rights, the benefits of using non-custodial measures to imprisonment, and reducing prison overcrowding.
