Since 2015, IDLO has been managing the Indonesia-Netherlands Rule of Law Fund (RoLF) program, which builds on Indonesian development plans and continues the efforts of the Embassy of the Kingdom of the Netherlands in Jakarta to support the consolidation of the rule of law and reform agenda. The primary objective of the RoLF is to support the development of effective, accountable and inclusive justice sector institutions, ensuring equal access to justice in Indonesia.
To ensure this program aligns with Indonesia's legal development focus, IDLO engages with the Government of Indonesia through Bappenas - the government's agency that leads the development and monitoring of the country's National Mid Term Development Planning (RPJMN) and implementation of the United Nations’ Sustainable Development Goals.
There are currently 10 sub-projects within the RoLF program, engaging with 13 non-governmental organizations or university implementing partners (IPs) within Indonesia or from the Netherlands; and each sub-project has its own structure, approach and lessons learned. To ensure the best project coordination, implementation, and to share lessons learned, the project’s partners have established regular Partners Coordination Meetings, with the second meeting taking place on July 24, 2018.
The expected outcomes of the forthcoming July meeting are:
- Strategic directions for the RoLF program, which will reflect RoLF needs and alignment with the priorities of both the Government of Indonesia and Government of the Netherlands.
- Overview of implementation progress and a focus on improvement, based on an exchange of information and lessons learned from governments and IPs.
- Increased knowledge among IPs about IDLO`s procedures relating to finance, procurement and capacity building activities for more effective project implementation.
In pursuance of the Memorandum of Understanding between Bappenas and the Embassy of the Kingdom of the Netherlands, an Advisory Board Meeting will also be held at the occasion of the Partners Coordination Meeting. The objective of the meeting is for Bappenas and the Dutch Embassy to receive an overview from IDLO on the progress of RoLF program.
