Implementing Partners and Grants | General Information

WHO CAN APPLY?

Such entities as the following are eligible to submit applications for IDLO sub-projects, provided they demonstrate their status as not-for-profit: Non-Governmental Organizations (NGOs), Community-Based Organizations (CBOs), United Nations entities, multi-lateral organizations, professional associations and academic institutions. Government entities and for-profit organizations are not eligible to be implementing partners.

Potential implementing partners are required to meet a number of minimum requirements:

  • The implementing partner must be able to carry out its activities without any distinction, restriction, preference or exclusion based on race, national or ethnic origin, colour, religion, age, gender, sexuality, marital status, family status and disability.

  • The implementing partner must be legally registered in its home country or in the country where it operates.

  • The implementing partner must have the authority to operate a bank account in the country of sub-project implementation, as well as the ability to maintain separate accounts and/or accounting records for any expenditure incurred under the sub-project.

  • The implementing partner must be able to demonstrate financial reliability.

  • The implementing partner must be free from conflict of interest and have not financial or personal interest with IDLO that may infringe upon the principles of transparency, accountability, independence and fairness.

  • The implementing partner must be willing to abide by any relevant requirements of the Guidelines and all related documents, as well as any other applicable IDLO regulations, rules and policies and to comply with the laws and policies of the country in which it operates.

HOW TO APPLY?

Register your Organization here. Once you have confirmed your registration, please go to the Calls for Concept Note page and select the Call you wish to apply for.

Submit a Concept Note and the Applicant Declaration through the dedicated section on IDLO’s website, as requested in the Call for Concept Note. If pre-selected, you will be requested to submit supporting documents to undergo the Organizational Assessment and subsequently submit a full proposal package.

When preparing an application, you should first carefully read the documents of the Call for Concept Note and the FAQs. The conditions laid down in the respective application package are binding on successful applicants.

IDLO reviews and evaluates concept notes against criteria defined in the Call for Concept Notes. Following the evaluation phase, IDLO notifies all applicants in writing of the sub-grant award decision and requests that successful applicants submit relevant supporting documents for the Organizational Assessment.

For any additional information required on the application process which is not included in the Call for Concept Notes and the FAQs, please submit any questions within the indicated closing date through the General Inquiry Form. Please note that IDLO's responses will be made available to all applicants on the IDLO website.

  • Q.1  In which language should concept note(s) be submitted?

    ANSWER: You are required to submit your concept note in the language indicated in the Call for Concept Notes. Please note that the sub-project agreement, formal reporting and all communication with IDLO must be in either the English, French or Spanish language.

  • Q.2  Who can submit concept note(s)?

    ANSWER: Not-for-profit organizations. Details are included in the Who can Apply section above.

  • Q.3  Can a for-profit organization apply for the Call for Concept Notes

    ANSWER: No. For-profit organizations are excluded from the process of becoming an IDLO implementing partner.

  • Q.4. Can a government entity apply for the Call for Concept Note?

    ANSWER: No. Government entities are excluded from the process of becoming an IDLO implementing partner.

  • Q.5. How much time will there be to submit concept note(s) in response to a Call for Concept Notes?

    ANSWER: Please refer to the timeline indicated in the Call for Concept Notes.

  • Q.6. Is there the possibility to partner with other organizations?

    ANSWER: Yes, if not otherwise specified in the Call for Concept Notes. Partnership with other organizations should be duly described in the concept note(s) in the appropriate section. The proposed lead of the consortium is required to submit the application on behalf of the consortium partners.

  • Q.7. Will the contribution of resources impact the evaluation of the concept notes?

    ANSWER: Yes. In line with its principle of contribution of resources, IDLO does not finance the entire costs of sub-project implementation. The implementing partner is required to make a contribution of resources, either in cash or in-kind, and include and duly record such contribution in the sub-project budget.
