Building on the results achieved through the previous phase, this sub-project aims to further enhance social contract through increased legitimacy of justice sector institutions in Somaliland. In order to improve processes for Alternative Dispute Resolution (ADR) in targeted areas and increase compliance with international human rights standards, the Network Against Female Genital Mutilation in Somaliland (NAFIS) is supporting the operationalization of ADR Centres, including through the provision of accompaniment referral for victims and survivors of gender-based violence; establishment of mental health and psychosocial support (MHPSS) referral pathways, and delivery of training to ADR focal points, police, and frontline actors on effective MHPSS referral services. Under the current phase, NAFIS is also leading the institutionalization of notary services for complex cases and cases of high monetary value, and providing remote justice assistance through the ADR Centres for individuals unable to travel to ADR offices. Furthermore, NAFIS is strengthening the capacity of Somaliland’s citizens to ensure that justice institutions are more effective, accountable and inclusive, by organizing community-based awareness-raising sessions on ADR Centre available services, MHPSS, referral pathways, and support mechanisms for marginalized groups and people with disabilities in the Centres for internally-displaced persons.
