This sub-project aimed to support the efforts of the Kenyan State Department for Correctional Services to deliver services aligned with international standards. The Raoul Wallenberg Institute of Human Rights and Humanitarian Law (RWI) supported alignment of the National Correctional Services Policy and Correctional Services Bill (2024) with international standards of corrections management and the development of standard inspection tools for the Kenya Prison Service (KPS). In addition, RWI developed training modules on Emergency Procedures in Prisons, Management of High-Risk Offenders using the Risk-Needs and Responsivity model, and the United Nations Standard Minimum Rules for the Treatment of Prisoners (the Nelson Mandela Rules). RWI further conducted a comprehensive Training of Trainers for 25 instructors from the Prison Staff Training College, equipping them to provide coaching and mentorship to prison staff. In addition, RWI supported specialized training for KPS senior managers, officers-in-charge, and deputy officers in the thematic areas covered in the modules. Finally, RWI facilitated sensitization forums for Court User Committees to promote the effective use of prison decongestion strategies, including the Sentencing Policy Guidelines, Bail and Bond Policy Guidelines, and Community Service Orders, to reduce prison overcrowding.
