Strengthening HIV-related Legal Services

The recently-approved 2030 Development Agenda established the empowerment of those who are vulnerable, including people with HIV/AIDS, as one of its guiding principles. It also sets the end of the HIV/AIDS epidemic and improved access to justice for vulnerable groups as two of its Goals (3 and 16).

With a view to improving access to justice and the full exercise of human rights for those affected by HIV in the Cono Sur region, IDLO facilitated a meeting to discuss legal services related to HIV with representatives from Argentina, Brazil, Chile, Paraguay and Uruguay.  The event took place from October 12 to 15, 2015,   in Montevideo, Uruguay, in collaboration with UNAIDS, UNDP and the Spanish Agency for International Cooperation, AECI.

The meeting resulted in the identification of synergies between universities, civil society organizations, networks of people living with HIV and government institutions, in order to better articulate and coordinate the provision of HIV-related legal services.

Participants also identified common factors that prevent people with HIV from exercising their rights and gaps that need to be filled to improve the quality of legal services in this area. 


Fortalecimiento de los servicios jurídicos relacionados con el VIH

En la recién aprobada Agenda 2030 para el Desarrollo Sostenible se establece como uno de sus principios rectores el empoderamiento de quienes son vulnerables, incluidas las personas con VIH/SIDA. También se especifican en ella, como dos de sus Objetivos (3 y 16), el fin de la epidemia de VIH/SIDA y la mejora del acceso a la justicia de los grupos vulnerables.

Con el fin de mejorar el acceso a la justicia y el ejercicio pleno de los derechos humanos para las personas afectadas por el VIH en la región del Cono Sur, IDLO auspició una reunión sobre los servicios jurídicos relacionados con el VIH, a la que asistieron representantes de Argentina, Brasil, Chile, Paraguay y Uruguay.  El acto se celebró en Montevideo, Uruguay, del 12 al 15 de octubre de 2015, en colaboración con ONUSIDA, PNUD y la Agencia Española de Cooperación Internacional para el Desarrollo, AECID.

La reunión dio como resultado la identificación de sinergias entre universidades, organizaciones de la sociedad civil, redes de personas que viven con el VIH e instituciones gubernamentales con el fin de articular y coordinar mejor la prestación de servicios jurídicos relacionados con el VIH.

Las personas asistentes identificaron también factores comunes que impiden a quienes viven con el VIH ejercer sus derechos, así como lagunas que es necesario cubrir para mejorar la calidad de los servicios jurídicos en esta área.
