(Geneva, February 1, 2016) Julian Fleet, the new Permanent Observer representing the International Development Law Organization (IDLO) to the United Nations and other International Organizations in Geneva, today presented his letter of nomination to Michael Møller, Director-General of the United Nations Office at Geneva.
IDLO holds observer status at the United Nations and has liaison offices located in Geneva and New York. Mr Fleet will lead IDLO’s engagement in Geneva working closely with UN agencies, governments and civil society to further the organization’s mandate to reform laws and strengthen institutions to promote peace, justice, sustainable development and economic opportunity.
Julian Fleet joins IDLO after a distinguished career in the international system where he has spent most of his career working at UNAIDS, the United Nations High Commissioner for Refugees (UNHCR), the World Health Organization (WHO) and the United Nations Development Programme (UNDP). Most recently he served as Senior Adviser in the Office of the Secretary General, International Federation of Red Cross and Red Crescent Societies (IFRC) from 2014-2015.
In 1998, Mr Fleet joined UNAIDS where he served as Senior Adviser for Human Rights, Law and Ethics; Senior Policy Adviser and Chief (a.i.), Office of the Executive Director; Senior Adviser, Care and Public Policy; Team Leader, Universal Access; Director, Organizational Development; and Director, Human Resources Management. Furthermore, he co-authored publications on access to medicines and intellectual property law.
From February 2008 to August 2010, Mr. Fleet served as Deputy Executive Director and Chief Operating Officer for the Roll Back Malaria Partnership, a public-private partnership hosted by the World Health Organization in Geneva.
Mr. Fleet’s UN experience also includes the United Nations Development Programme (UNDP) where he served as Chief, HIV/AIDS Liaison Unit, as well as Global HIV/AIDS Coordinator (a.i.) in the Bureau for Development Policy.
Mr. Fleet began his career practicing as an attorney in the private sector. In 1989, Mr. Fleet joined the Office of the UN High Commissioner for Refugees (UNHCR) where he held various field and headquarters posts including Executive Assistant to the Deputy High Commissioner and Deputy Representative and Head of the Legal Section in Washington, D.C.
He holds the degrees of Juris Doctor, Northeastern University Law School; Master of Science in Public Health, University of Massachusetts; and Bachelor of Arts, The Johns Hopkins University.
