MONGOLIA: Strengthening the Response to Gender-Based Violence in Mongolia

Since March 2025, the International Development Law Organization (IDLO) is implementing the five-year project “Strengthening the response to Gender-Based Violence in Mongolia, 2025–2030”, with funding from the Government of Canada. The project aims to enhance the capacity of Mongolian partners to mainstream a victim-centred approach and implement systems of cooperation to combat gender-based violence (GBV).

Within the scope of the project, a wide range of activities will be carried out to enhance the capacity of civil society organizations (CSOs) and justice sector actors, support the prevention of GBV, improve intersectoral cooperation and coordination, and strengthen the overall system for responding to GBV.

Under Component 2 of the project, IDLO will focus on strengthening the capacity of CSOs operating at the local and district levels by improving the quality and accessibility of support services for vulnerable populations, including rural and remote communities, herder households, adolescents, women, and GBV survivors.

SUB-GRANT OBJECTIVE

To achieve these objectives, IDLO will support initiatives aimed at strengthening the response to GBV in Mongolia, promoting public and CSOs’ participation in preventing, identifying, and reporting domestic violence, fostering a survivor-centered approach, and expanding accessible support services and community-level awareness-raising activities.

Through this funding, CSOs operating in rural areas and city districts will be better equipped to effectively contribute to countering domestic violence; provide assistance and services to survivors; advocate for improvements in policy and legal frameworks; and deliver timely information and training tools to local citizens—especially rural women and girls—on prevention and access to support services. Specifically, the project will support CSOs in building essential knowledge and skills across several key areas, with a view to:

  • Strengthen capacities for effective advocacy to combat GBV, improve support services for survivors, and influence policy and legal reforms.
  • Improve the accessibility and quality of services provided to GBV survivors by enabling specialized civil society organizations to reach remote rural areas, soums, and baghs.
  • Increase access to legal support and information for citizens in remote regions and herder communities.
  • Enhance intersectoral cooperation at the provincial and district levels by strengthening the capacity and engagement of CSOs.

KEY FOCUS AREAS

IDLO, as part of the project “Strengthening the Response to Gender-Based Violence in Mongolia (2025-2030)”, will provide financing to Sub-Project(s) that contribute to the achievement of IDLO programming objectives in the following areas:

  • Prevention – Initiatives and activities aimed at preventing GBV
  • Protection – Activities related to protecting GBV survivors, providing services, and supporting recovery and rehabilitation
  • Prosecution – Actions aimed at safeguarding the rights of women and children in GBV-related legal proceedings, improving the legal environment, and strengthening intersectoral cooperation
  • Partnerships – Activities that strengthen collaboration and partnership among CSOs, government, and international organizations working to combat GBV

Interested organizations are requested to complete the Applicant Declaration Form in line with the above-mentioned areas and submit their sub-grant project concept note through the IDLO online platform in accordance with the rules set out in this notice.
