This publication presents case studies of three HIV-related legal services. It describes their programmatic components and elements related to quality, monitoring, evaluation, capacity development and expansion of these services. The case studies were selected from Ukraine, Kenya and India. They demonstrate three different models and approaches for the delivery of HIV-related legal services in diverse formal and informal legal systems, in countries at different stages of economic development, and experiencing different types of HIV epidemics.

This toolkit is a practical resource to improve the quality and impact of HIV-related legal services and to expand their availability. The toolkit provides guidance on factors to be taken into account when designing and scaling up an HIV-related legal services program. It also provides guidance about different models and approaches for delivering, monitoring and evaluating HIV-related legal services, and gives information about resource mobilization. The toolkit is a joint publication of IDLO, UNAIDS and UNDP.
