IDLO and UNCITRAL (United Nations Commission on International Trade Law) have committed to cooperate closely in public procurement programming.
Under its U.N. observer status, IDLO is participating in the UNCITRAL Working Group I (Procurement) session currently dedicated to the revision of the Model Law on Procurement which is expected to be adopted at the next Plenary Session of the Commission in July 2011. Under the partnership agreement, IDLO will provide support and assistance to developing countries in the process of adopting the revised UNCITRAL Model Law on Procurement and support efforts to develop a system adapted to the new procedures. IDLO will also develop an e-learning course based on the revised Model Law in order to familiarize public and private sectors with the new and complex procedures and organize regional workshops developed in English, French, Spanish and Portuguese. Under this agreement, IDLO will be the first organization to provide e-learning courses based on the new Model Law on Procurement. Knowledge of the revised Model Law is essential for countries to understand the savings that can be achieved in public finance management and to stimulate institutional and legal reform of national procurement systems. IDLO’s assistance to developing countries will help achieve positive results in line with the Paris Declaration and Accra Agenda based on OECD-DAC indicators and further contribute to achievement of the Millennium Development Goals.
