Giulio Zanetti is IDLO’s Director for Strategic Networks and an expert in Intellectual Property (IP). Mr. Zanetti has published several papers on aspects of IP law, including the EC Block Exemption on technology transfers, legal protection of databases and the international protection of industrial designs.
His previous experience includes posts with World Intellectual Property Organization (WIPO) as a training solicitor in London, and with Società Italiana Brevetti SpA, one of the main Italian IP firms dealing with trademarks, patents, industrial design and copyright.
Mr. Zanetti holds a First Class Honors Degree in Law with a focus on international law from the University of Turin, and a Master of Law in Intellectual Property and EC Law from the University of London, Queen Mary and Westfield College. He is a visiting professor at the Masters on IP organized by WIPO at the University of Turin and the University of Naples II. | |

Sandra Klavins is IDLO’s Director of Finance and Administration and heads the finance, administration and IT teams at IDLO. Ms. Klavins brings many years of experience in financial systems management.
Previously, Ms. Klavins’ was Budget Manager within the Strategic Planning & Budget division of the International Fund for Agricultural Development (IFAD). She gained her chartered accountant qualifications in Australia, where she worked with one of the major auditing firms as well as in the private sector.

In 2001, Mr. McInerney was an adjunct professor in the Department of Ethics and Law at Fordham University's School of Business in New York.

William T. Loris, co-founder of IDLO, has been Director-General since July 2000. Under his leadership, IDLO has played a key role in post-conflict reconstruction in Afghanistan, East Timor, the Democratic Republic of Congo and Kosovo, has helped the governments of Indonesia and Sri Lanka structure an emergency program of legal assistance to the victims of the 2004 tsunami, and is currently assisting a number of African countries develop legislation which will ensure that women and children who are spared from the HIV-AIDS pandemic enjoy full inheritance and property rights.
Mr. Loris has over 25 years of experience dealing with the legal aspects of development, having served with the United States Agency for International Development (USAID) in Africa and the Middle East, first as Regional Legal Adviser for west and central Africa, based in Abidjan (Côte d’Ivoire), and then as Legal Adviser to the USAID Mission in Egypt.

Pekka T. Saavalainen is IDLO’s Managing Director and Chief Operating Officer, as well as deputy to the Director General. Mr. Saavalainen brings to IDLO strong leadership, general management and business development skills from various industries, including development.
Prior to joining IDLO, Mr. Saavalainen was the CEO of Capgemini Telecom, Media & Networks Finland Oy, and a management consultant with Booz Allen Hamilton. Earlier in his career, Mr. Saavalainen was an independent training and development consultant in the Baltic states and central Asia, and training manager at PRODEC/Helsinki School of Economics, covering programs in the Baltic states, east Africa, southeast and central Asia.

Prior to joining IDLO, Mr. Waldron was Vice President of a human resources consulting firm based in the United States, working primarily with globally prominent organizations in the public and nonprofit sectors, with a particular focus on international development and global philanthropic institutions.

Frits E. Bontekoe is General Counsel, responsible for planning, coordinating and managing IDLO’s legal affairs. Mr. Bontekoe serves as Secretary to the Management Committee, as well as Secretary to the Assembly of Parties and Board of Advisers.
Prior to joining IDLO, Mr. Bontekoe served as senior legal adviser to twelve UN peacekeeping operations in Africa, the Middle East and eastern Europe, where he provided legal policy advice to heads of mission, negotiated agreements for the United Nations with governments and former rebel groups and helped re-establish the rule of law. Following his many years in post-conflict environments, Mr. Bontekoe worked for the UN Department of Peacekeeping Operations in New York, where he led a team designing new peacekeeping operations and supporting UN peacekeeping efforts in east Africa.

David Patterson is Program Manager of the HIV and Health Law Program. He brings to IDLO a commitment to the rights-based approach to protecting and promoting health through law with practical program management and evaluation experience.
Mr. Patterson has been engaged in the legal and policy responses to the HIV epidemic since 1986, first in Australia and then in Canada, where he was a founding member of the Canadian HIV/AIDS Legal Network. He has worked with the UNDP HIV and Development Program, as a human rights advisor with UNAIDS and as a consultant on HIV law and policy for WHO, ILO, UNDP and other international organizations.

Mr. Emelonye has extensive experience in human rights, good governance and rule of law. Prior to joining IDLO, Mr. Emelonye was Judicial Affairs Officer with the UN African Union Mission in Darfur (UNAMID), Sudan, and was Human Rights Officer with the UN Office of the High Commissioner for Human Rights (OHCHR) in the new independent state of Kosovo. He also held the position of Head of Mission for RCN Justice and Démocratie in Brussels, implemented the European Commission's emergency assistance to the justice system of Southern Sudan and was the Rule of Law Coordinator for the International Rescue Committee (IRC) in New York.

Robert M. Buergenthal is Director of Programs Management at IDLO. A seasoned justice sector reform and international development specialist, he has 20 years experience developing, managing and evaluating projects in the justice sector, democratic reform and human rights in developing and post-conflict countries.
Previously, Mr. Buergenthal worked as Senior Counsel with The World Bank, developing and implementing justice sector reform projects worldwide, and as a senior manager at Washington-based consulting firm Chemonics International, Inc., where he provided technical, policy and management expertise for legal reform and government integrity projects. Mr. Buergenthal served also as a rule of law adviser with the Organization for Security and Cooperation in Europe, and as Project Liaison Officer at the United States Agency for International Development.

Mr. Civili has over 35 years of experience within the United Nations system and served under 5 successive UN Secretaries General. From 1998 to 2007 he was Assistant Secretary General for Policy Coordination and Interagency Affairs in the UN Department for Economic and Social Affairs, serving simultaneously as Secretary of the Chief Executives' Board (CEB) which operates under the chairmanship of the UN Secretary General and comprises the Executive Heads of all UN specialized agencies.  Maxine Kennett is the Manager of Economic Growth & Trade Programs, overseeing IDLO's programs on Microfinance, Investment, Finance, Trade and Commercial Law issues.
Prior to joining IDLO, Ms. Kennett was the Director (Chief of Party) of the USAID-funded Trade Facilitation and Capacity Building Project of the Southern African Global Competitiveness Hub based in Gaborone, Botswana. While there, she managed a team of specialists working on a variety of economic growth activities in the Southern African region. She was also the Director of Trade for the USAID-funded Izdihar Project based in Baghdad, Iraq, where she supervised a team of lawyers and economists providing support to the government of Iraq on trade policy issues. As a qualified lawyer, Ms. Kennett also worked for the international law firm Allen & Overy, and as an independent international commercial law consultant to international organizations, governments and multinational corporations in the U.K.

Lynn Sferrazza is the Field Program Manager for the southern Sudan office based in Juba. Sferrazza works with the judiciary to develop and conduct training programs for county court and high court judges on the new laws of southern Sudan, and with the Ministry of Legal Affairs to launch the Legal Training Institute for government lawyers and private practitioners.
Prior to joining IDLO, Ms. Sferrazza worked with the American Bar Association Rule of Law Initiative in eastern Europe, the former Soviet Republics and southeast Asia, developing and implementing legal reform projects in the areas of judicial reform, bar association building, human rights, legal aid and legal education. She has worked also on health policy initiatives in eastern Europe and southeast Asia.

Frits E. Bontekoe is General Counsel, responsible for planning, coordinating and managing IDLO’s legal affairs. Mr. Bontekoe serves as Secretary to the Management Committee, as well as Secretary to the Assembly of Parties and Board of Advisers.
Prior to joining IDLO, Mr. Bontekoe served as senior legal adviser to twelve UN peacekeeping operations in Africa, the Middle East and eastern Europe, where he provided legal policy advice to heads of mission, negotiated agreements for the United Nations with governments and former rebel groups and helped re-establish the rule of law. Following his many years in post-conflict environments, Mr. Bontekoe worked for the UN Department of Peacekeeping Operations in New York, where he led a team designing new peacekeeping operations and supporting UN peacekeeping efforts in east Africa.

Paul Crowley is Manager of Social Development Programs, overseeing IDLO's programs on Environmental Law, Health Law, Land Law and Human Trafficking.
Since 1990, Mr. Crowley has pursued a practice in sustainable development law and policy. In 1995, he moved to Iqaluit, Nunavut in Canada, where he worked with numerous Inuit organizations on a variety of social, cultural, economic, human rights and environmental issues. In 2005, he directed a team that documented climate change impacts on Inuit in support of a petition filed at the Inter-American Commission on Human Rights against the United States of America.
He has an LLB from the University of Ottawa, Canada. | |

David Patterson is Program Manager of the HIV and Health Law Program. He brings to IDLO a commitment to the rights-based approach to protecting and promoting health through law with practical program management and evaluation experience.
Mr. Patterson has been engaged in the legal and policy responses to the HIV epidemic since 1986, first in Australia and then in Canada, where he was a founding member of the Canadian HIV/AIDS Legal Network. He has worked with the UNDP HIV and Development Program, as a human rights advisor with UNAIDS and as a consultant on HIV law and policy for WHO, ILO, UNDP and other international organizations.

Dr. Georges Braidi is IDLO’s Director of the Middle East and North Africa Center in Cairo. He is responsible for promoting IDLO’s mandate in 22 Arab countries, including the development of the organization’s overall regional strategy, programs, new projects, and key relationships.
Previously, Dr. Braidi worked within the United Nations system for many years, and with the International Committee of Red Cross (ICRC) during the Gulf War in Kuwait and Iraq. His experience includes work with international organizations on human rights, humanitarian relief, migration, rule of law, legal reform, good governance, penal reform, social reform, property claims and anti-corruption commissions.
He has a Doctorate in International Law from Bern University, and two Masters in Arts and in Swiss Law from Fribourg University, Switzerland. He holds a diploma in Sharia’a and Islamic Studies from Hebron University (OPT). | |

Thomas Bianchi is responsible for developing financial and other support for IDLO. He has over 27 years experience in management and consulting positions in the Americas, Europe and Asia.
Mr Bianchi’s worked in a variety of organizational development consultancies in the U.S., the U.K. and Ireland. He is currently a director of the Virginia Mason Bailey-Boushay House, an internationally recognized health facility for people suffering from HIV/AIDS, and is on the Advisory Council to the Center for Global Law & Policy at the Santa Clara University School of Law.
He earned a Bachelor of Arts Degree in Management from Seattle University, and academic certification from Loyola University in Rome, Italy. | |

Dr. Ilaria Bottigliero is Senior Researcher of the Research, Policy, and Strategic Initiatives at IDLO. She oversees research projects on issues such as legal empowerment, rule of law and human rights.
Previously, Dr. Bottigliero was a lecturer and researcher in several universities and research institutions worldwide, including the Raoul Wallenberg Institute of Human Rights and Humanitarian Law in Lund, Sweden, the Chinese University of Hong Kong, and the University of Hong Kong Faculty of Law, where she taught a range of international law, human rights, humanitarian law, and international criminal law courses.

Sumit Bisarya is Program Management Officer with IDLO’s Field Operations Team. Joanne Fletcher coordinates IDLO’s E-Learning and Distance Learning Courses, and is responsible for the financial and administrative resources allocated to the DLRC. She acts as IDLO’s liaison officer with the Global Development Learning Network (GDLN) services in Washington D.C. for all of IDLO’s videoconference distance learning activities.
Ms. Fletcher studied Business English and Commerce in the UK, and has completed a Diploma course at the International Training Centre in Italy on “Lifelong E-Learning Innovative Solutions.” | |

Valérie Robert is in charge of Public Procurement policy at IDLO, with overall responsibility for procurement-related field projects and courses.
Ms. Robert’s previous experience includes work as a senior procurement expert in Albania and with the World Bank in Afghanistan. She has worked also with the World Bank, the Inter-American Development Bank and CARICOM in Latin America, Africa and the Caribbean.

She coordinates the activities of the internal committee for the selection of projects and develops projects involving diverse donor agencies and organizations.
Ms. Widess has wide experience in various common law, civil law and "post-Soviet" legal systems, as well as substantial experience in project design, management, monitoring and evaluation. She has worked in the fields of democratic development, human rights, rule of law, market reform, institutional strengthening and NGO strengthening.

Her previous experience includes roles with Studio Legale Carnelutti of Naples, where she primarily assisted Italian corporations expanding into the American market, and as a commercial lawyer in New York.
Ms. Hubbard is admitted to the New York State Bar and the Wisconsin State Bar, and holds a Juris Doctorate from the University of Wisconsin, Madison.

 Maxine Kennett is the Manager of Economic Growth & Trade Programs, overseeing IDLO's programs on Microfinance, Investment, Finance, Trade and Commercial Law issues.
Prior to joining IDLO, Ms. Kennett was the Director (Chief of Party) of the USAID-funded Trade Facilitation and Capacity Building Project of the Southern African Global Competitiveness Hub based in Gaborone, Botswana. While there, she managed a team of specialists working on a variety of economic growth activities in the Southern African region. She was also the Director of Trade for the USAID-funded Izdihar Project based in Baghdad, Iraq, where she supervised a team of lawyers and economists providing support to the government of Iraq on trade policy issues. As a qualified lawyer, Ms. Kennett also worked for the international law firm Allen & Overy, and as an independent international commercial law consultant to international organizations, governments and multinational corporations in the U.K.
Ms. Kennett holds a Postgraduate Diploma in Legal Practice from the College of Law, London, and a Master of International Law and Economics (MILE) degree from the World Trade Institute in Bern, Switzerland. | |

Lynn Sferrazza is the Field Program Manager for the southern Sudan office based in Juba. Sferrazza works with the judiciary to develop and conduct training programs for county court and high court judges on the new laws of southern Sudan, and with the Ministry of Legal Affairs to launch the Legal Training Institute for government lawyers and private practitioners.
Prior to joining IDLO, Ms. Sferrazza worked with the American Bar Association Rule of Law Initiative in eastern Europe, the former Soviet Republics and southeast Asia, developing and implementing legal reform projects in the areas of judicial reform, bar association building, human rights, legal aid and legal education. She has worked also on health policy initiatives in eastern Europe and southeast Asia.
She holds a Juris Doctor from Georgetown University Law Center and is admitted to practice in New York state and Washington, D.C. | |

Robert M. Buergenthal is Director of Programs Management at IDLO. A seasoned justice sector reform and international development specialist, he has 20 years experience developing, managing and evaluating projects in the justice sector, democratic reform and human rights in developing and post-conflict countries.
Previously, Mr. Buergenthal worked as Senior Counsel with The World Bank, developing and implementing justice sector reform projects worldwide, and as a senior manager at Washington-based consulting firm Chemonics International, Inc., where he provided technical, policy and management expertise for legal reform and government integrity projects. Mr. Buergenthal served also as a rule of law adviser with the Organization for Security and Cooperation in Europe, and as Project Liaison Officer at the United States Agency for International Development.

Prior to joining IDLO, Mr. Saavalainen was the CEO of Capgemini Telecom, Media & Networks Finland Oy, and a management consultant with Booz Allen Hamilton. Earlier in his career, Mr. Saavalainen was an independent training and development consultant in the Baltic states and central Asia, and training manager at PRODEC/Helsinki School of Economics, covering programs in the Baltic states, east Africa, southeast and central Asia.
