IDLO Legal Manual on Natural Disaster Situations Available for Download
IDLO's Manual on International Law and Standards Applicable in Natural Disaster Situations, the first manual on international legal issues relating to post-disaster rehabilitation efforts can be downloaded here. The resource aims to assist relief workers, particularly non-lawyers, in developing humanitarian responses to natural disaster situations, and also serves as a tool for state authorities and relief organizations to reform domestic legal, regulatory and policy frameworks.

The Manual, written by Erica Harper, IDLO's Senior Rule of Law Advisor and Representative to Geneva-based UN Organizations, examines human rights (particularly the rights of children and vulnerable groups), land and property management and anti-corruption/funds management. It draws on the experiences of different agencies, many of which have a long history providing emergency relief in the wake of natural disasters.

Toolkit: Scaling up HIV-related Legal Services
HIV-related legal services are an essential component of an effective national HIV response. HIV-related legal services:
  • protect and promote the human rights of people living with HIV, people affected by HIV and key populations, and
  • are essential to ensure good public health and development outcomes.
This toolkit is a practical resource to improve the quality and impact of HIV-related legal services and to expand their availability. The toolkit provides guidance on factors to be taken into account when designing and scaling up an HIV-related legal services programme. It also provides guidance about different models and approaches for delivering, monitoring and evaluating HIV-related legal services, and gives information about resource mobilization. The toolkit is a joint publication of IDLO, UNAIDS and UNDP.
