Cross-cutting challenges such as climate change, scarcity of critical resources (e.g. land, water and food), disease, economic instability and human insecurity, often global in their scope, constitute grave threats to development progress at the community, national, or regional levels.  An enabling legal environment and good governance are prerequisites for meeting these challenges.
